Tower Hamlets, a bustling London borough with a population of 310,300 (ONS Census 2021), has seen an estimated 29,323 drivers affected by motor finance mis-selling practices during the period from 6 April 2007 to 1 November 2024. This issue has impacted a significant portion of residents who entered into
Personal Contract Purchase (PCP) or
Hire Purchase (HP) agreements with local dealerships.
How Motor Finance Mis-Selling Affected Tower Hamlets
Local dealerships such as Sytner Tower Hamlets, Park Lane Tower Hamlets, HR Owen Tower Hamlets, and Lookers Tower Hamlets were among the businesses that sold PCP and HP finance arrangements to residents of Tower Hamlets. These dealerships partnered with major lenders including
Black Horse (Lloyds Banking Group),
MotoNovo Finance,
Close Brothers Motor Finance,
Santander Consumer Finance, Barclays Partner Finance, and
[Alphera](https://mlj.org.uk/lenders/alphera-financial-services) Financial Services (BMW) to offer finance packages to customers.
The FCA Motor Finance Investigation
The Financial Conduct Authority (FCA) launched an investigation into the motor finance industry due to concerns over
discretionary commission arrangements. These arrangements allowed lenders to pay dealerships additional fees for selling specific finance products, potentially incentivising them to push these deals on unsuspecting buyers. As a result of this investigation, it was found that 12.1 million eligible agreements (FCA, March 2026) were affected across the UK, with an FCA-estimated average per eligible agreement of £829, amounting to a total of £7.5 billion in refunds and compensation (FCA estimate).
How Tower Hamlets Residents Can Check Their Finance Agreements
To determine if they are eligible for a refund or compensation, residents should first review their finance agreements carefully. They should look for dates between 6 April 2007 to 1 November 2024 and check the terms of their contracts to see if there were any discretionary commission arrangements involved. Gathering all relevant documents such as loan agreements, correspondence with lenders, and payment records will be crucial in validating claims.
Residents can complain directly to their lender for free without needing a
claims management company. Major lenders like Black Horse (Lloyds Banking Group), MotoNovo Finance, Close Brothers Motor Finance, Santander Consumer Finance, Barclays Partner Finance, and Alphera Financial Services should be contacted first to address any issues or concerns regarding the finance agreements. If residents are unsatisfied with the response from their lender, they can escalate their complaint to the
Financial Ombudsman Service (
FOS) for a free and impartial review.
