Belfast, with a population of 345,400 (ONS Census 2021), has been affected by motor finance mis-selling. An estimated 32,640 drivers in Belfast may have been impacted based on calculations using ONS Census 2021 population data and FCA estimates.
How Motor Finance Mis-Selling Affected Belfast
Local dealerships such as Charles Hurst Belfast, Donnelly Group Belfast, Shelbourne Motors Belfast, and JC Halliday Belfast sold
Personal Contract Purchase (PCP) and
Hire Purchase (HP) finance agreements. These arrangements were often facilitated by major lenders including
[Black Horse](https://mlj.org.uk/lenders/black-horse) (Lloyds Banking Group),
MotoNovo Finance,
[Close Brothers](https://mlj.org.uk/lenders/close-brothers-motor-finance) Motor Finance,
Santander Consumer Finance, Barclays Partner Finance, and
[Alphera](https://mlj.org.uk/lenders/alphera-financial-services) Financial Services (BMW). The mis-selling of motor finance involved the use of
[[discretionary commission](https://mlj.org.uk/glossary/discretionary-commission-arrangement)](https://mlj.org.uk/glossary/discretionary-commission-arrangement) arrangements that incentivised dealers to push customers towards more expensive financing options.
The FCA Motor Finance Investigation
The Financial Conduct Authority (FCA) conducted an investigation into these practices. It was found that 12.1 million eligible agreements (FCA, March 2026) from 6 April 2007 to 1 November 2024, resulting in a total estimated cost of £7.5 billion (FCA estimate). On average, each mis-sold agreement led to overpayment by around £829 (FCA estimate).
How Belfast Residents Can Check Their Finance Agreements
Belfast residents who suspect they may have been affected can review their finance agreements to identify any discretionary commission arrangements or high-cost financing. They should look for dates within the period from 6 April 2007 to 1 November 2024 and gather relevant documents such as loan contracts, payment receipts, and correspondence with lenders.
Residents who believe they have been affected by motor finance mis-selling can complain directly to their lender for free. The major lenders operating in Belfast include Black Horse (Lloyds Banking Group), MotoNovo Finance, Close Brothers Motor Finance, Santander Consumer Finance, Barclays Partner Finance, and Alphera Financial Services (BMW). You do not need a
claims management company; these companies often take a percentage of any compensation awarded, which can be substantial.
If your complaint is not resolved satisfactorily by the lender, you may escalate it to the
Financial Ombudsman Service (
FOS), an independent body that provides free and fair resolution for financial disputes. The FOS offers a no-cost service to help resolve complaints between consumers and financial services providers.
